1.) An organized effort by some portion of the civil population of a country to resist the legally established government or an occupying power and to disrupt civil order and stability.
In the United States, military vocabulary is standardized by the Department of Defence. These terms are used by the United States Army, Navy, Air Force, and Marine Corps.
